The Ministry of National Development (MND) and the Housing and Development Board (HDB) are currently preparing the framework for the Town Council Management Report (TCMR). The TCMR is meant to provide residents with information on key areas of how their town is managed. It will comprise a common set of key indicators and the respective results of every Town Council. Results of the first TCMR are expected in 2010.

The intention of the TCMR is not to compare or rank Town Councils, given their different property and resident profiles; but to provide an additional basis for informed discussion between residents and their Town Council about their estates and living environment. It will also help residents and Town Councils determine how their Town improves over time. For more details on the TCMR, please refer to the MND press release.

Three dialogue sessions on Cleanliness, Estate Maintenance and Financial Management were held by MND and HDB with HDB residents and Town Council representatives to seek useful feedback and help shape the TCMR framework. While the TCMR spotlight is on your Town Council, an equally important consideration is the involvement of residents in the maintenance and upkeep of their estate. You can affect how well your Town Council performs.

Every resident can make a difference in keeping his/her estate in tip-top condition. Like taking care not to litter, helping to keep the estate clean, using facilities with due care to minimize breakdowns and repairs, not to vandalize common areas and facilities, cleaning up after your pets if they defecate/urinate in the common areas.

These simple efforts will result in a more pleasant environment and also keep operating costs under control, as repairs cost money.

Residents can also help by promptly paying their Service & Conservancy Charges. Your Town Council needs your co-operation and support to make your estate one that you will be proud to call home.
